I don't deny that your description of the circumstance may feel like an experience with vertical progression, but if it were truly vertical, everyone would only ever be riding their war turtles and skiffs, so the fact that people choose to use other mounts to accomplish the same feats is an example of horizontal progression in action. The reason mounts don't count toward vertical progression is that once you have them, you don't need to get a better version of them later unless you want to all the mounts from the living world can be considered optional tasks that count towards horizontal progression, because the range of motion they cover can also be accomplished by the base mounts. Horizontal progression means that once you hit the cap on your character's stats, you don't need to do anything else to make them better on that front, and can move on to other things, like improving your personal skill with using the class, working on legendary weapons/armor, completing achievements, trying to get the best results from the latest raid, etc. Vertical progression is something like WoW, where with each new patch, they release new tiers of armor that have notably better stats, and you are effectively required to get that gear before other players will let you participate in their endgame content.
